Understanding the Legislative Council in the Hong Kong SAR: A Brief Overview.
The Hong Kong Special Administrative Region's Legislative Council operates as a mini parliament with the authority to create and amend legislation for the region. Nonetheless, electoral processes for this assembly have seen a sharp reduction in meaningful opposition against a backdrop of sweeping systemic changes in the past few years.
Subsequent to the transfer of sovereignty in 1997, a principle of "one nation, two systems" was established, vowing that Hong Kong would retain a degree of autonomy. Gradually, critics contend that these freedoms have been systematically curtailed.
Key Milestones and Shifts
Back in 2014, legislation was introduced that would have allow residents to vote for the head of government. Importantly, this process was confined to candidates pre-approved by the mainland government.
The year 2019 experienced extensive demonstrations, which featured an incident where residents entered the legislative complex to voice opposition against a proposed law.
The Impact of the NSL
Implemented in mid-2020, the NSL granted extensive authority to Beijing over Hong Kong's governance. Activities such as subversion were outlawed. In the wake of this law, every major democratic party dissolved.
The Present Election Framework
LegCo elections are viewed as Hong Kong's key democratic process. But, rules enacted in recent years now ensure that only candidates deemed "patriots" are permitted to contest seats.
- Distribution of Seats: Currently, only 20 out of 90 seats are directly elected.
- The Majority: The rest are selected by a pro-establishment committee.
- Code of Conduct: Additionally suggested rules would mandate legislators to "sincerely support" Beijing's jurisdiction.
Public Response
Amid other avenues for dissent now restricted, not voting has emerged as one of the few peaceful ways for residents to express dissent. Consequently historically low participation rates in recent LegCo contests.
